2nd rifle cow 41 or 421 CO?

I'm looking to get a leftover cow tag for 2nd rifle season to put meat in the freezer and was wondering what are people's thoughts on 41 or 421? Which has better access during 2nd season? Seems like the best glassing points are on top of the mesa looking down or no?

I'd look at 421. Maybe the hightower area or at the top near 521.
