As I stated in an earlier post. The USGS layers have been unreliable for the past few days. I placed an inquiry with USGS and received a response today.

Hi Ed,

We track uptime details of our services at http://viewer.nationalmap.gov/status/. Obviously, the dynamic contour service, http://services.nationalmap.gov/arcgis/ ... /MapServer, has not been reliable for the past several days. We recently updated content of the contour service earlier this week, but the large scale contour database became corrupt so we had to republish the service. First clear your web browser history and refresh the cache with Ctrl-F5 keys before retrying the service. Please contact us again if you require more assistance.

I Cleared my browser history and cache as Calvin recommended and the contours are back!
The line weight on the new contours is a little thicker and they contrast better with the aerial base.

I hope this update proves helpful and you guys can get back to Game Planning!

If you find that the basemaps are less than reliable this evening its because USGS will be performing some maintenance on their components (see below)

Hi Ed,

Today is not really ideal for evaluating our service reliability. We are preparing for a power outage for electrical system updates at our Denver location starting at 3:30 pm MT that will cause all services to be turned off. This notification is posted on our launch page, http://viewer.nationalmap.gov/launch/. We have initiated a failover instance at another location but are not sure if everything will be picked up when the power is discontinued later this afternoon. The Contour service has been intermittently going up and down between four different servers all day. We are updating the ImageryTopo base map content so its reliability has been compromised until we finish that process. The ImageryTopoLarge service will also be updated early next week. You may need to wait until next week before service reliability is restored again.

I had inquired about the intermittent service that I had been experiencing this afternoon. It appears it is for good reason.
