Bull Locked into Same Area for 1 month now...

I started scouting this year in July and stumbled upon an area that, from afar and from google earth, appears to be nothing special - at least not compared to other spots in the area. In mid august, while scouting, a bugle came from a ridge I've only been on once and the cameras I pulled from the ravine below had some bulls on them.

Opening day and labor day weekend yielded bugles from this same spot, and my hunting partner went up last night just to check things out before our long hunt and said he saw 11 cows coming down from up top, but the elk was still bugling every 3 minutes from this spot.

Is this normal? What's the best way to approach this bull? I was going to just walk the ridge until I felt I was just outside that area and do some cow calls and hope for the best (assuming nothing else that day dictated doing differently). Thoughts?

I am no expert on calling but I think your idea is worth trying.
Wait - if you can - until he bugles. Then try to get within 200 yds or less, depending on cover and terrain.
Throw out a couple of cow calls and wait.
I have had bulls bugle, just once, and soon after, I do a cow call and here they come. Usually silent except for broken limbs, forest litter.
