We have almost no great bulls like that in Oregon except possibly in Crater Lake N.P. They have very limited tags there too. Zero.

Can non-residents apply for elk licenses in Michigan? Pennsylvania welcomes out of state applicants. Don’t care for that. I shouldn’t but other states like Alaska and Wyoming would immediately eliminate non-residents in such limited draws. All about the money.

No, Michigan is resident only. Kentucky puts put some killer bulls and is nonres friendly. All these draws are kind of a crapshoot though and it's ironic to see some wealthy hands scoop them up so easily.
