Stupid question, but the point you can buy when you apply for your license, is that point there for that license year or does it only come into effect the following year?

Yep. You would either get the point by being unsuccessful in drawing your first choice license so obviously it wasn't there when you applied. Or you'd be buying it online long after the drawing between July and October so you'd be ready for next January's application.
