A friend has purchased a rifle landowner tag, can he still hunt a bull in an otc unit?

No only one A license a year. You could call and get confirmation from the dow office

You can hold multiple elk tags in CO. Tags are classified as list A, B or C. You can have an A and a B, or 2 Bs, plus as many C licenses as you want. Most private land only, either sex tags are A list. OTC bull tags are A list. Not sure what list vouchers are on. Only one A tag per hunter per year.
