Permit draw strategy

Ok, so as I understand it, next year I want to go muzzleloader in 24, so with no preference points I would put in an either elk tag first choice and a cow tag 2nd choice, if I get the 2nd choice I still get a preference point. It is possible but unlikely to get a ee tag I understand let alone a cow tag, which is more probable. This is Colorado, sorry should have said that. Let me know if I am correct in this approach, or there is a better way to do this. Thanks.

You are correct. If you draw your second choice or do not draw then you get a preference point.
