Hypodermics in CO for elk?

Hey guys. Can anyone tell me if Hypodermics are legal for elk in Colorado? My dad is stating he wants to use them this fall after liking what he saw last fall on deer.
I'm unsure after reading the regs several times. The verbiage doesn't make me certain either way.
I don't think he'll have the KE for them regardless only shooting about 55 lbs.
Has anyone shot an elk with hypodermics?
I shoot 70lbs with beman 340's, and 125 grains. I'm assuming I'd have better luck with them but know most shoot fixed blades around here.

Mechanical broadheads are legal in Colorado but do confirm this in the actual regulations book. Good luck on your hunt.
